Fix Smart Search when using OpenVINO (#7389)

* Fix external_path loading in OpenVINO EP

* Fix ruff lint

* Wrap block in try finally

* remove static input shape code

* add unit test

* remove unused imports

* remove repeat line

* linting

* formatting
