removed hetluchtruim.nl, clarified allowed chars in MLAT_USER
- removed feeder to hetluchtruim.nl because they appear to be gone and our efforts to contact the owner failed - clarified the characters allowed for `MLAT_USER` (to prevent issues like https://github.com/sdr-enthusiasts/docker-adsb-ultrafeeder/issues/73)
