plugins/go: Simplify/fix recursive golang format (#7027) Per the [`go` command specification](https://golang.org/cmd/go/#hdr-Package_lists), the `...` wildcard matches the empty string. This makes commands like `go <action> . ./...` unnecessary: they should use `go <action> ./...`.
